Do airlines give lower prices for toddlers?

Is there a way that families with toddlers can save on airline flights or are toddlers charged the same as adults for their seat? I was just thinking about the allowances that are made for strollers, very overweight people who require two seats, etc and wondered about kids bigger than babies but not big enough to be in school.
