Dog is not understanding pottytraining?

I have a 4 month old shepherd, I've only had her for a month though. I take her outside every hour but she still doesn't seem to understand that she should go to the door when she has to go potty, she goes anywhere she can. Is it not soon enough for her to understand yet? Other people that live in the house are getting fed up with her emptying on the floor but I still think it takes longer then a month to learn that she should go to the backdoor when she has to eliminate. Any tricks or tips or ideas?
