College Requirements? PLEASE ANSWER!?

So a specific program I am looking at asks for an SAT of 2100 and an ACT of 32 or higher... If they have met those requirements, will they consider all the non-eliminated applicants equal (even if one person has a better SAT) and just look at all the other aspects they have on their resume equally?
